These effects apply to a player wearing dragon scales or dragon scale mail. Monsters, including pets, do not receive these benefits; also, you do NOT receive these effects while polymorphed into a corresponding dragon. While this is not set in stone, the omission is deliberate for now.
Green - The player gains a passive poison attack; any non-poison-resistant monster who successfully damages the player will receive d6 poison damage, with a 5% chance of instakill.
Red - The player gains +d6 damage to all attacks.
Blue - The player gains the "very fast" intrinsic.
Yellow - The player gains confusion and stunning resistance.
Orange - The player gains a passive sleep attack; any non-sleep-resistant monster who successfully damages the player will be slowed due to sleepiness.
Black - The player gains a passive blindness attack; any monster with eyes who successfully damages the player will be blinded for d20 turns.
White - The player gains a variant of the "water walking" intrinsic. Any pool of water (not fountains or sinks) the player steps on will freeze to ice; any lava square the player steps on will solidify to standard floor.
